I’ll get it done when I have time, but I believe the relevant reference to the setting is https://velocity.apache.org/engine/2.3/user-guide.html#strict-rendering-mode

Right now, the only way to override this is by defining a map bean called shibboleth.VelocityEngineProperties that merges with the map called shibboleth.DefaultVelocityEngineProperties. Since this is one of those settings people may likely want to change I can get a property added in to control just this setting in 4.2
