Because that’s what Velocity does by default and it’s been the way the code worked for well over a decade. Whether people are or aren’t relying on that behavior is impossible for us to know. Since we exposed the Velocity configuration properties, it became something the deployer can change so we erred on the side of preserving existing behavior rather than adding a wrinkle to upgrades.
