In discussion with Ian Young ( https://shibboleth.atlassian.net/secure/ViewProfile.jspa?accountId=557058%3Ae127cb03-43ed-473d-b6ba-592949cb4be8 ) we came to the conclusion that <jarDirs/> is the input the the assembly phase (and hence has to track changes to the assembly).

It would be better if the enforcer looked at the output (the tgz and the zip). This might be acheved by maven jiggery-pokery or it may be achieved by code.
