Current Design
--------------

* The repository is a jar file
* This is created via a maven project
* And signed and uploaded to our nexus.
* The enforcer gets given the maven coordinates, but the project is not a dependency.
* The enforcer resolves the project and its signature
* It checks the signature against another keyring (which per enforced project)
* If that passes it then creates a ClassPathLoader for this jar

* the keyrings is resolved from this loader (using getResourceAsStream )
* But if it also resolves using the standard classpath that is an error (resource smuggling)
