We had a couple of CI build breakage on the last rev of spring-extensions.

* The nightly build needed javadoc.
* But the javadoc is only built weekly.
* When versions are update you (currently) *have* to do a nightly build to check that they are stored in our third party maven repository.
* It didn't cause a CI failure but a local build needs to be run to ensure that we have a KeyRing which will check any modified jars.

This case is for me to go through our poms annotating them as appropriate. I'll copy the changes I make into this case to save people the need to spelunk through the git diferences
