Commit 755e637606ed3e691046fe9eefcc8290615d28cf reworks this using the 3.0.0 enforcer:

* Externalises the keystore and properties file.
* No longer needs to explicitly unpack the distribution artifacts.
* Saves off report files for each artifact independently.
