I think we need to figure out a way to catch duplicated properties, it's too easy to do and too hard to debug, the time waste is significant so we should spend the time once.

My thought is we should load each property file into a dedicated Properties set, and then check the "master" loaded set for any dups before merging that in or perhaps just doing the load a second time with the master set like we do now.
