Commit 87d87ed43ec90f011fa27317aa30c27ae4efc5c5 adds this by:

* Unpacking the two distributions into separate sub-directories of target.
* Importing the IdP’s current set of enforcer data.
* Running the enforcer on each of the unpacked distributions. The reports from the first run (on the unpacked.zip ) will be overwritten by the reports from the second (from the unpacked.tar.gz ) but that’s life as running the enforcer twice with Ant tasks in between is something Maven strenuously objects to.

So this is done, and I’m going to close the issue. When V3 of the enforcer becomes available, this can be significantly simplified and a new issue can be raised for that.
