At the moment, the dependencyReport.txt and signatureReport.txt file are always created under those names and in the target directory.

There are a couple of use cases where it would be useful to be able to direct them either to specific other files, or to a different directory.

* If you're running the enforcer more than once, at the moment the files from the first run will be overwritten (I have this use case, as I generate both .tar.gz and .zip outputs and want to be able to validate both).
* If you want to save them somewhere, being able to have them saved outside target might be useful (this is speculative).
