This came out of a discussion over in MDA-264 ( https://shibboleth.atlassian.net/browse/MDA-264 ) Open

We currently look at the things which are assembled up into our distributable. This is a good enough fit for the IdP which in multiple stages packs and unpacks things into an installation but begings to fail for the plugins which grab input from 'all over the place' (the target directories of multiple components). this means that we now have to track changes to the assembly.xml in the pom.

The MDA and XSEC also are not particularly amenable to being given a directory.

The proposal is to remove the option of having a <jarDirs/> option and replace it with <tgzFiles/><zipFiles/> options. The underlying tech supports this.
