I was actually thinking in terms of the former. But it turns out that the tech that we use to unpack zip /.tar.gz ( org.apache.commons.compress.archivers ) returns a stream of InputStream so it makes the latter (which is a much nicer thing to do) quite feasible. So as of now, the latter.

I'll start coding this up so as to be ready for you. With that done I can flip all the other uses (IdP & plugins) to V3.
