When I deployed the enforcer for the plugins I only turned on sig checking of the distribution contents. My argument was "you need to watch the contents carefully", but I suspect that the code isn't up to it - because of the mess that is runtime inheritance (which plugins do in spades via the idp-bom

Henri Mikkonen ( https://shibboleth.atlassian.net/secure/ViewProfile.jspa?accountId=557058%3A1614c4a5-c89e-4edc-9421-990bd6ea85fd ) just hit an occurrence where this might have been useful.

I should at least see what happens when this is turned on and if there are easy to fix bugs I should fix them.
