I have added both the Spring parser and admin flow bits to java-opensaml and java-identity-provider.

Because of how the admin flow in the IdP works, this required modifying the java-opensaml SAMLMetadataLookupHandler (a Very Important Class) to look for a new lookup params context and populate the new criterion from it. Not difficult, just more invasive than expected.
