IDP-983 Jetty 9.3: Special build file for 3.2.1.1

These build files are derived from the idp.bat file but
stop during the construction of the windows package tree;
this tree is the distribution unpacked, which we will then 
run HEAT over.

At the stop point the builder needs to insert the jetty9.3
jetty-base.

Builds > 3.2.1 will collect these automatically from 
the embedded folder in the idp-distribution jar file.

Builds >= 3.3 will collect these files from a different
project distribution.
