That sounds more like a bug. It isn't supposed to complain about schemas it doesn't have if the extension point is laxly validated.
I avoid schemaLocation religiously, so it's possible this is a bug involving schemaLocation itself. If you remove that attribute, does the SP validate the file without the schema?
