Hoping I can fix this by doing the following:

- Change the PathResolver code to handle %PROGRAMDATA% on earlier Windows by subbing in the result of a call to the Windows API to get the Common App Data folder. Risk there is it's a Shell API and that could play havoc with services or IIS modules, but we'll see.

- Change the catalog handling code in ParserPool to expand environment strings in the paths coming out of the catalog file (currently only the catalog path itself is expanded).

- Switch the installer to populate the catalogs with paths based on %PROGRAMDATA% instead of having the installer insert the CommonAppDataFolder location. VBScript doesn't really handle UTF-8, so it's going to be a mess to try and get the encoding right there.

That requires a patch release of xmltooling, and then a new installer.

Once I have something working on English, I'll ask you to hopefully test it for me on your version.
