In the current login environment there are taglibs to allow us to surface the correct sort of MDUI information.

We need the same things for the login pages in V3.  This may be slightly challenging since Velocity isn't really such a programming environment as jsp and so things to allow "get the one with the best aspect ratio" may be interesting.

SWAG estimate is 4 days design 3 days code 3 days overrun (if the design goes bad)
