We want to make changes to the V2 build environment to bring it closer to the V3 environment, but they aren't identical, so one parent POM with a linear version isn't sufficient for both.

We can either do a multi-level set of POMs to factor out the common bits, or we can branch the parent POM into major.minor versions like all the other dependencies, and lock a minor version of the IdP to a major version of the parent.
