Spotted this while poking at the newest installer changed.

I'm getting stuff like this inside C:\ProgramData\Shibboleth\SP\xml\opensaml\saml*catalog.xml

 <system systemId="urn:oasis:names:tc:SAML:1.0:assertion" uri="@-PKGXMLDIR-@/cs-sstc-schema-assertion-1.1.xsd"/>

Some regression has obviously slipped in.
