Again for the record:
Setting wait column in the ServiceControl Field to non zero (Wait='Yes' in the <ServiceControl/>) means that the install will fail, but throw a dialog at the point of failure. Zero ('Wait='No) means it fails immediately. Who knows why.
Faced with this the only safe approach is to supress first time starting.
