That's my fallback.  Either don't start it ever, or don't start it for new installs.  There are various hammers I can use (for the record the easiest is to conditionalize the StartServicesAction).

I'm hoping to spend some more time working out why the wait="no" thing isn't doing what it should though, since that would be a better solution.
