The wix installer is being built in a modular fashion:

- 32 bit merge modules
- 64 bit merge modules
- noarch merge modules
- 32 bit Shibboleth (binaries) installation
- 64 bit Shibboleth (binaries) installation
- noarch file installation
- noarch configuration (registry, services, IIS, the list is endless)

This addresses the last. This is barely started and requires completion.  Estimating long.
