If I have preferred IdPs, the message "Or select your organization ..." is located on the right side of preferred IdPs.
If you cannot reproduce on your Firefox, please check "Zoom Text Only" and zoom in.

Sans-serif font, which is default on Japanese Firefox, has a little bit larger 'x' i.e. 3.5ex means 28.65px, so the bottom line of the floating {{IdPSelectPreferredIdPButton}} goes below the {{IdPSelectPreferredIdPButton}} box. So the message wraps around {{IdPSelectPreferredIdPButton}}.
