We decided that a partial solution (32 bit only) would cause more confusion that none at all.

The issue is that for a  64 bit install we put both 32 bit and 64 bit libraries into place.  The 32 bit libraries (and exes) go to where a 64 bit executable would previously have gone.  Since the GUIDs for some of them differ we would end up with lost files (the new installer would put in the 32 bit 'thing' with GUID (a), the old 64 bit installer would see that the ref count on GUID b had gone to zero and then delete 'thing'.
