My point was that in the context of this issue, the SP saying "I support a given hash size" isn't connected to whether the signer actually can manage to construct one given a certain key.
It may be that the SP or IdP code would break if you attempted to use a SHA-512 algorithm with a small key, but that would be a separate matter. I'd have to see what happens I guess. Easy enough to test it.
