In a recent release we moved over to nearly wholesale use of the esapi taglibs for the jsp.

We couldn't use esapi:encodeForURL because of https://issues.shibboleth.net/jira/browse/JOST-184.

This will be fixed in the 2.5.4 release of OpenSAML, and so it behoves us to make that change
