We need to add some robustness to the SHIBSP_PREFIX.

Currently it is managed by a mix of native WIX and VBS.  

However it is not cleaning up after itself properly on uninstall and we had to add a bandage towards the end of 2.5.0 test to make sure that it was set correctly if it was still around after an old install had been fully removed.
