That's a pretty massive step to take, particularly since I think every Linux distribution would be affected, and the solution we had to use for RH6 is *not* popular, to understate matters.
I suppose one option would be to offer the rebuilt libcurl packages, but just document how to install and select it in the non-RH6 case. I don't know that that helps you much, though, since very few sites would bother.
I would suggest you make the case for this on the dev list and see what kind of reaction there is.
