If I recall correctly, there is a big change in the Velocity API going in 1.7, in particular in the area of checked exceptions thrown.  So updating existing code that uses 1.5 to 1.6 might be relatively straightforward, but dropping in 1.7 might change behaviour quite a bit.

Obviously 1.7 is the thing to use with genuinely new code, though.
