The UK CDS does this (but thereagain it does not have screen real-estate guarantees).  It also just pops in the logo and the name so you get a saw tooth effect which is not elegant.

The proposal here is to *only* show logos if *all* previously selected IdPs have logos, and to rely on the text otherwise.  I suspect that this will require a standard web hack of actually having the logos, but marking them as invisible if needed.
