%attr changes the permissions of an existing directory when upgrading, that's something I can confirm (at least for RH/CentOS).

Having it in the init script isn't very elegant, that's true - but on the other hand, it allows to make sure that shibd will really be able to log / write pid files etc. (the start function of shibd-redhat already has some stuff for that).
