Do you mean the permissions of the directories themselves (/var/log/shibboleth, /var/run/shibboleth), or the files contained therein? For the first case, %attr for the respective %dir should be sufficient; for the latter, perhaps some fiddling could be done in the init script? Or does SUSE disallow that, too?
