The overlapping policy behavior is the only bug. The duplication of the data as a general possibility is not a bug. The only reason I commented was because you implied that having duplicated values in the SP was a problem, but it's not, it's working as intended. It appears to me that uApprove also has a bug if it can't handle duplicates in its UI. It cannot rely on the IdP to prevent that regardless of the policy bug.
The fix in 2.3.3 can't just be undone, it was breaking legitimate attribute values.
