Windows installer available for Jetty 12.0.13

We don't normally issue announcements for the Jetty updates, but wanted to socialize that we've issued the first installer for Jetty 12.

I've reorg'd the download folder a bit so the versions are delineated. [1]

The expectation is this can upgrade Jetty 11 installations, but take note of the fact (noted in the documentation [2]) that we no longer are able to provide the plugin that allows for "unconstrained" TLS client auth for the back-channel port, so moving to Jetty 12 requires either:

1. Ending support for SAML Artifact and Attribute Query usage (recommended for most deployments as they are unnecessary for most).

2. Migrating usage of these feaures to port 443.

This isn't news, we made it clear this was eventually necessary easily 10 years ago, but I'm just highlighting that it's a requirement.

Notably, Jetty 11 is going to be EOL in a few months at most. We would have gotten this out much sooner but there were some serious Jetty bugs that had to get fixed first.
