OIDC OP v3.4.0 now available

The Shibboleth Project has released V3.4.0 of the OIDC OP plugin (see 
release notes at [1])

This is a feature release accompanying new version of the OIDC commons 
library along with some general improvements and bug fixes. It is the 
first release designed to co-exist with the new OIDC RP authentication 
plugin.

The bug fixes include fixes for a pair of race conditions in the client 
authentication and dynamic client registration features. There will be a 
security advisory published right after this announcement with 
additional details to finalize the release.
