OIDC OP plugin v3.1.2 now available

The Shibboleth Project has released V3.1.2 of the OIDC OP plugin (see 
release notes at [1])

This is a patch release, addressing issues related to OIDC claim 
requests and JWT client authentication to introspection and revocation 
endpoints.
