Shibboleth Identity Provider plugins updated

The Shibboleth Project has released updates to the following IdP plugins [1]. All of these updated versions require V4.2 of the IdP, previously announced. We do not expect, but of course cannot preclude, that these lockstep updates of the IdP and plugins will be a frequent thing.

* OIDC OP to V3.1 -- this is a significant feature release, see the release notes [2]
* DuoOIDC to 1.2.0 -- this is mainly for compatibility with the OIDC/OAuth library changes required by the OP plugin
* OIDC Commons to 2.0.0 -- this is a major API release of the libraries used by the other plugins
* TOTP to 1.0.1 -- this is necessary to align with the view template changes in new installs of the IdP, but doesn't impact anything else
