Shibboleth Identity Provider V4.1.2 now available, OIDC plugins updated

The Shibboleth Project has released V4.1.2 of the IdP, a patch release. Please see the Release Notes [1] for details.

Note that there is no V4.1.1, we abandoned it due to a packaging problem that was detected after the tag was committed, so we just moved on to 4.1.2.

This release includes a dependency cleanup that necessitated new versions of the Duo OIDC plugins that require this IdP version and do not run on V4.1.0 and the installer and plugin installers should recognize this. This is the first real "exercising" of all the new plugin versioning features, this is what they were intended to help with.

The OIDC Commons and OIDC OP plugins have also been updated to address bugs that were found during OIDC certification testing along with others reported. The new 3.0.1 OP plugin has passed the certification tests and once the paperwork is done a more formal announcement of that will happen.
