Updated Windows installers for Shibboleth SP V2.5.0

I have updated the Windows installation packages to correct a bug[1] that
was reported affecting installation on localized versions of Windows 2003
and earlier.

Fixing the bug required a minor update to the xmltooling library (to
V1.5.1) and the updated installer includes this updated set of libraries.

Ordinarily this would be done as a Windows patch, but I haven't done that
for a few reasons:

- The library update is of no particular value to anybody with a working
installation. The change adds a feature needed for getting the
installation to work in the first place, but if it installed, you wouldn't
need the feature.

- The rest of the changes are solely to the installer itself and how it
creates the initial configuration files that were breaking, so it's a fix
to the installer and not the SP software per se (apart from the supporting
library change).

- The contractual situation with the consortium means that I'm all alone
working on this, so I didn't want to dive into a patch installer on my own
at this point in time without a good reason.

I have published the updated xmltooling-1.5.1 source and will be
publishing updated RPM packages, so that update will show up (but again,
no real value other than keeping up to date).

A future Windows update or patch will certainly contain this updated
library, but there will be more to the patch than just this update at that
time.

If any of that's confusing, the upshot is: updated Windows installers to
fix a bug, nobody else is affected and nobody with a working install of
2.5 is affected. ;-)
