Shibboleth infrastructure changes

FYI,

The project is in the midst of migrating our various sites and services to
a new hosting service, and the bulk of the move is planned for this week.

Our schedule looks like this:

Wed, Jul 11, 10am EDT
	Migrate mailing lists and back-end mail delivery
	Upon completion, migrate shibboleth.net web site

Thurs, Jul 12, 12pm EDT
	Freeze wiki for updates and migrate/upgrade to Confluence 4.2
	Upon completion, swap wiki.shibboleth.net address

If all goes properly, the only visible change will be the wiki software
update, which mainly  affects wiki contributors because the editor is
quite different.

Once this is done, the Jira issue tracker and the final MX record change
to stop relaying our mail through the University of Edinburgh are left,
and will probably take place next week or so.

You may see some test emails on Wednesday, and I'll notify the users list
when the wiki is going into freeze mode for the upgrade.
